There’s a trend in developed countries of banning soup kitchens for the homeless. Recently this stakes have been hightened in the USA with threats of arrest. Here are two articles on the subject:

What’s worth noting for our own context is that these bans are based on the idea that feeding people on the street ‘enables’ homelessness. This idea is held by both our Provincial and City government with the consequent belief that we should be making the streets as “uncomfortable as possible for the homeless” to “push” them in to the system of care set up for them.
